PPKS Task Force stands for the Task Force for the Prevention and Handling of Sexual Violence, which is part of a university that functions as a center for the prevention and handling of sexual violence at the university level, in this case at the Universitas Sumatera Utara. PPKS is a channel to convey or report incidents, as well as things that are considered troubling regarding sexual violence, without harming the reporter. Therefore, to disseminate the existence of PPKS, the PPKS Task Force Team conducted a socialization on the prevention and handling of sexual violence at FMIPA on Wednesday (February 8, 2023) in the Multipurpose Room 1st Floor Unit 8 FMIPA USU.

The socialization of the PPKS Task Force in the FMIPA environment was attended by representatives of the PPKS task force team, namely Dr. Siti Zahara Nasution, S.Kp, MNS and Nabila Agustin, Deans and Deputy Deans, Heads and Secretaries of study programs, Head of Administration, Head of Subdivision, Postgraduate Program Student Association in FMIPA.

In his remarks, the Dean of FMIPA, Dr. Nursahara Pasaribu, M.Sc., said that the socialization of the formation of the PPKS Task Force is one of the information that is needed as a forum for preventing and handling sexual violence. The Dean suggested to all circles in the FMIPA environment to follow the steps that have been regulated by the PPKS Task Force when sexual violence occurs, be it verbal, physical, or non-physical prohibited actions and or through information and communication technology.

Dr. Siti Zahara Nasution, S.Kp, MNS, explained that the formation of the PPKS task force was motivated by Pancasila and the Constitution of the Republic of Indonesia, that every citizen is entitled to protection from all forms of violence, including sexual violence. In addition, it is also based on the Regulation of the Secretary General of the Ministry of Education, Culture, research and technology of the Republic of Indonesia No.17 of 2022 concerning guidelines for the implementation of PERMENDIKBUDRISTEK NO.30 of 2021 concerning the prevention and handling of sexual violence in the university environment. 

“Increasing sexual violence in the realm of the community, including universities, both directly and indirectly, will have an impact on reducing the optimization of the implementation of the Three Pillars of Higher Education, thereby reducing the quality of Higher Education. Therefore, it is necessary to make arrangements that guarantee legal certainty in the prevention and handling of sexual violence in higher education, “explained Siti Zahara.

The Universitas Sumatera Utara responded to the prevention of sexual violence by establishing the USU PPKS Task Force, Socializing the formation of the USU PPKS Task Force, Opening sexual violence complaint services, Socializing complaint services, Making USU PPKS Task Force guidelines, Carrying out various workshops (training, seminars, etc.); Running PPKS modules for campus residents; and Distributing emergency service posters in various places in the campus environment.
PPKS is implemented by prioritizing the principle of interests for victims, so that victims and witnesses have their rights, namely guarantees of confidentiality of identity and information on ongoing cases; Assistance, protection, and recovery from Higher Education through the task force; Opportunities to request information on the progress of handling reporting; and Post-assignment assistance of PPKS task force recommendations by Higher Education leaders for the reintegration of victims into Higher Education activities.
With the formation of the USU PPKS task force, it is hoped that it can be easier and more directed in preventing and dealing with sexual violence so as to create a safe and comfortable learning space in the USU environment.
