The upgrading of the Diploma Three (D3) Program to a Vocational School or Applied Bachelor Program (D4) is one of the new breakthroughs launched by the Directorate General of Vocational Education. In line with that, FMIPA USU, which has a Diploma program, will also transform into a Vocational School. This discourse was discussed at a meeting attended by the Dean, Vice Deans, Head of Diploma Program, Expert Staff of the Dean, and Head of Subdivisions on April 13, 2022, in the meeting room on the 3rd floor of unit 1 FMIPA USU.
Diploma programs under FMIPA include Informatics Engineering, Metrology and Instrumentation, Physics, Chemistry, and Statistics Study Programs. This study program will be transformed into a Vocational School / Applied Bachelor. According to the Dean of FMIPA USU, Dr. Nursahara Pasaribu, M.Sc, although increasing the Diploma program into a D4 program is not an obligation for FMIPA, which already has a Diploma program, we are trying to play a role in increasing the Diploma program in FMIPA to a D4 program, because the D4 Career path is clear. He also added that a study program that opens D4 means that it has met the requirements of a link and match with DUDI which ensures that graduates can be maximally competitive and the absorption of IDUKA (Industry and the World of Work) is high.

To realize the transformation of the Diploma program into a D4 program, it has gone through two stages so far, namely, the stages processed at the Directorate General of Vocational Education and the stages that will be processed in the future by BAN-PT. The procedure that will be carried out at the level of proposing an increase in diploma three to an applied undergraduate is an institutional change in the study program from the Diploma entity to a new entity, namely an applied undergraduate (D4). In addition, there are several requirements that must be met, starting from administrative requirements, supporting documents for curriculum criteria, supporting documents for lecturer criteria, and UPPS supporting criteria. In this case, the Dean also explained the main administrative requirements in this transformation, namely, the Diploma program is accredited with a B or Excellent rating and there are DUDI (Industrial World Business World) needs. Then, the D4 accreditation will be adjusted by BAN-PT so that the accreditation can be the same as the previous diploma program within a certain time.


Supporting documents for curriculum criteria include a roadmap for developing excellence, curriculum preparation mechanisms, excellence in the profile of graduates of learning outcomes, curriculum structure, and MBKM implementation facility design. According to the Vice Dean I, Dr. Cut Fatimah Zuhrah, M.Si that the curriculum is prepared based on learning outcomes according to SNDIKTI. In addition, he added that the requirements that support the curriculum criteria must have the cooperation of at least 3 (three) companies / potential users of IDUKA (Industry and the World of Work) graduates. Attachment of cooperation documents with parties that include IDUKA's commitment to be involved in the preparation and development of curriculum, Provision of experts as instructors/tutors/industry lecturers/practitioners, Provision of practicum, practice, internship and or other similar activities, and Recruitment of Applied Bachelor program graduates who meet the requirements of IDUKA.

Looking at the pyramid of the current needs of the world of work, leveling/stratification of levels starting from the lowest applied Bachelor (D4), Bachelor (S1), Master (S2), and the highest Doctoral program, the lower the level, the more needed DUDI. Therefore, vocational education is directed at graduate human resources who are skilled and easily absorbed in the world of work. One of the characteristics of vocational education is establishing partnerships with the industry. “Link and match” in line with the Independent Campus policy between the business world and the industrial world (DUDI) is certainly needed to produce graduates who are relevant in the world of work. The D4 program will have a total of 144 credits that focus on skills by prioritizing practice over theory. The D4 program is expected to produce creators, innovators, practitioners, applied technology engineers, and even entrepreneurs/job creators.
